House Bill 4781

2. Purpose:
The purpose of HB 4781 is
to amend 1994 PA 451, to expand areas that are eligible for Snowmobile Law
Enforcement Grants and Off-road Vehicle (ORV) Trail Improvement Grants. These areas will include “those counties that
do not have designated trails or areas but that border or are adjacent to one

Department?
This legislation does not
directly impact the current program in the Department. The program level will remain the same. Only competition for the grants will increase
due to a greater number of possible applicants.

6. Arguments Against the Bill:
The Department already has
a grant program in place. With no
increase in funding, this bill will put more pressure on the Department as the
number of grant applications increase. Additional
counties that do not have designated trails will be eligible for grants which
will increase competition among current grantees since the funding level for
the grants will remain the same.
7. Arguments for the Bill:
The bill allows for an
expanded applicant pool for the available grants.

None.
9. Implications to Local Units of Government:
This bill will increase competition
for needed grant-in-aid to counties that have designated trails due to an
expected increase in grant applications with no corresponding increase in
available funding. Local units of
government that had previously received grants may not receive a grant or may
receive a reduced grant.
